Duterte names new PhilHealth chief

PRESIDENT Rodrigo Duterte appointed Dr. Roy Ferrer as the new head of the Philippine Health Insurance Corp. (PhilHealth).

Duterte signed Ferrer’s appointment on June 1 but was released to the media on Monday.

Ferrer, who is also a current member of the PhilHealth board of directors representing the employers sector, replaced Celestina Ma. Jude de la Serna as head of the agency.

Duterte replaced de la Serna after the Commission on Audit (COA) questioned her P627,000 travel expenses to and from Tagbilaran and Manila since she assumed the post as PhilHealth officer in charge on April 10, 2017.

De la Serna said that PhilHealth did not have an apartment for its officers in Manila so she had to be billeted in a hotel when she visits.

Aside from de la Serna’s trips, the Philhealth workers’ union has also reportedly complained of illegal termination and deduction of agency fees from the collective negotiation agreement incentive of rank-and-file employees. CATHERINE S. VALENTE
