CAMARINES Sur Rep. Rolando Andaya Jr. on Monday yielded the post of majority leader to Capiz Rep. Fredenil Castro under an apparent term-sharing deal, but in return got the chairmanship of the powerful Committee on Appropriations that oversees deliberations on the national budget.

During Monday’s plenary session, Andaya turned over the post to Castro, whom he described as a “hard worker.”

“He fits the role, for above all, he rightly sees the position for what it really is: Not about power nor perks, for there are none, but for the diligence and the diplomacy and the work it requires, of which there are many,” Andaya said.

Andaya takes over the Committee on Appropriations, which was held by Compostela Valley Rep. Carmen Zamora.

As the new panel chairman, he is expected to continue to preside over the series of committee hearings on supposed budget anomalies under Budget Secretary Benjamin Diokno.

Castro gladly accepted the new role, saying he would “do his best to fit Andaya’s shoes.”

“I will try my best to fit [Congressman Andaya’s] shoes. I will do my best [in serving] the House of Representatives within my humble capacity,” Castro said.

Castro told reporters earlier in the day that he and Andaya had a “gentlemen’s understanding” that they would share the term of the majority leader post even before the change in the House leadership in July 2018, which catapulted Pampanga Rep.
