HPG chief appointed as Civil Security Group director

MANILA, Philippines — Gen. Oscar Albayalde, chief of the Philippine National Police (PNP), has appointed new chiefs of the Civil Security Group (CSG) and Eastern Police District (EPD) of Metro Manila, according to a PNP statement issued on Wednesday.

The new appointments will take effect on Thursday, Aug. 15.

Brig. Gen. Roberto Fajardo, who heads the Highway Patrol Group (HPG), will head the CSG, which oversees the organizational and business operations of all organized private security personnel, detective agencies, company guard forces, and government guard units.

Before assuming the HPG post, Fajardo was director of the Northern Police District. He was relieved of that post in August 2017 over the death of 17-year-old Kian Loyd delos Santos at the hands of Caloocan City police officers, who are under NPD jurisdiction.

Brig. Gen. Johnson Almazan, who heads Directorate of Integrated Police Operations (DIPO) for Visayas, was designated as EPD director under the National Capital Region Police Office (NCRPO).

EPD covers police stations in cities of Marikina, Mandaluyong, Pasig and San Juan.

The reshuffling stemmed from the recent retirement of older officers, PNP spokesperson Brig. Gen. Bernard Banac said.
