MANILA, Philippines  – The consortium seeking to rehabilitate the Ninoy Aquino International Airport (Naia) have only until April 30 to finalize the concession agreement, otherwise, discussions with the government will be terminated, Transportation Secretary Arthur Tugade warned on Tuesday.
