Guo asks DOJ to junk tax evasion, graft raps

MANILA, Philippines — Dismissed mayor Alice Guo of Bamban, Tarlac has formally asked the Department of Justice (DOJ) to dismiss the tax evasion, falsification and graft complaints against her.

Guo, also identified as Chinese national Guo Hua Ping, attended the preliminary probe at the DOJ yesterday to file her counter-affidavits on the three complaints she is facing. She wore tactical protective gear and was heavily guarded.

“We just filed the counter affidavit for the cases. Tax evasion, falsification and violation of (Republic Act) 3019,” Nicole Jamilla, Guo’s legal counsel, told reporters.

In August last year, the Bureau of Internal Revenue filed a tax evasion complaint against Guo for failing to pay P500,000 in taxes, an allegation which Guo denied.

“There is actually no gain to begin with so there is no capital gains or there is no tax,” Jamilla said in response to the complaint.

The National Bureau of Investigation (NBI) filed three counts of falsification of public documents against Guo in March 2025 for three deeds of sale.

“This is anchored again on the fact that she is allegedly not a Filipino citizen. So, we just reiterated our argument that she is a Filipino citizen and there is no falsification when she purchased real properties,” Jamilla said.

Guo’s camp also denied there was a graft violation in the issuance of permits while she was mayor of Bamban town. The NBI and the Presidential Anti-Organized Crime Commission filed the graft complaint.

“She just performed her duties when she was a mayor,” Jamilla said.

Guo’s next hearing will be in the first week of June.

Apart from the three complaints, Guo is facing a qualified trafficking case before a Pasig court, a graft case before a Valenzuela court and a material misrepresentation case before a Tarlac court.

A quo warranto petition was also filed against Guo with a Manila court, as well as a petition before a Tarlac court to cancel her birth certificate.

She is currently detained at the Pasig City Jail.
