Comelec issues subpoenas over alleged ballot-tampering in BARMM polls

MANILA — The Commission on Elections (Comelec) released subpoenas on Sunday against those alleged to have tampered with ballots for the Bangsamoro parliamentary elections, according to the commission’s budget sponsor, Quezon 4th District Representative Keith Tan.

This is in relation to the alleged pre-shading of official ballots in Maluso, Basilan.

“Specifically ‘yung sa Maluso, Basilan, nagkaroon po ng pre-shading po ng ballots. Ang nakadiskubre po ng pre-shading rin po na ‘yan ay Comelec. So ang naging action po ng atin pong butihing komisyon ay ma-recall po ‘yung mga pre-shaded na ballots,” Tan said.

Prior to this, Gabriela party-list Representative Sarah Elago asked about whether or not Comelec was conducting an investigation on the matter.


“Ano po ang naging aksiyon ng Comelec na kaugnay ng mga ulat mula po sa ilang mga lugar na mayroong mga botante na nagsabi, nag-ulat na hindi sila nakaboto dahil ang kanilang mga balota ay diumano’y pre-shaded na?” Elago asked.

“May sinasagawa na po ba sa ngayon na investigation para matiyak ang katotohanan sa mga ulat na ito?”

Comelec based the issuance of subpoenas on the chain of custody in connection to the ballots, according to Tan.

“Inaalam na po, while may subpoena na rin po lahat po ng posibleng nag-tamper po dito po sa mga balotang ito based on sa chain of custody ng mga balotang ito. Actually, kahapon po inilabas ‘yung subpoena po… More or less 10 reports po ‘yung vine-verify nila regarding this matter sa mga insidente po sa Bangsamoro elections,” said Tan.

Comelec’s proposed budget for 2027 is at over P29 billion, according to Tan.
