A Chinese national wanted in connection with alleged human trafficking activities linked to POGO operations is arrested in Parañaque City on October 9, 2026. Handout/PAOCCMANILA — A Chinese national wanted in connection with alleged human trafficking activities linked to illegal Philippine Offshore Gaming Operator (POGO) operations has been arrested in Parañaque City, the Presidential Anti-Organized Crime Commission (PAOCC) said.
In a statement, the PAOCC identified the suspect as Huang Mingmin, who was arrested on October 9, 2026, during a joint operation by the Criminal Investigation and Detection Group-National Capital Region Regional Field Unit (CIDG-NCR-RFU) and the PAOCC.
Authorities located Huang at the K1 Center Building in Barangay Tambo, Parañaque City following surveillance and intelligence-gathering efforts.
According to the PAOCC, Huang allegedly used several aliases, including “Yang Bin,” “Sy Wang,” and “A Bao,” to conceal his identity and evade authorities.
Investigators also alleged that Huang had business interests in Quezon Province, including a resort, and acquired real properties and fishing vessels on Jomalig Island.
The PAOCC said further investigation linked Huang to individuals allegedly involved in operations of illegal POGO hubs in Bamban, Tarlac, and Porac, Pampanga.
Court records cited by authorities also identified “Yang Bin” among those allegedly in control of premises covered by search warrants issued in 2024 in connection with cases involving serious illegal detention and alleged violations of the Expanded Anti-Trafficking in Persons Act.
Meanwhile, the alias “A Bao” was reportedly included among the accused with arrest warrants in connection with anti-POGO operations targeting Lucky South Pampanga 99 and Whirlwind in Porac, Pampanga.
The case involves qualified trafficking in persons pending before the Pasig City Regional Trial Court Branch 157.
Huang was brought to the CIDG-NCR-RFU for booking and documentation.
Authorities said he was informed of the cause of his arrest and his constitutional rights.
The PAOCC, under the leadership of Executive Director Undersecretary Benjamin Acorda Jr., said it would continue working with law enforcement agencies to pursue cases involving organized crime and human trafficking.
