MANILA — A government worker is under investigation after allegedly tailing and harassing a female motorist from Barangay Don Bosco to the gate of her subdivision in Annex 42, Parañaque City, on Saturday night, Oct. 10.

The Land Transportation Office (LTO) issued a Show Cause Order (SCO) against the registered owner and designated driver of the vehicle involved in the alleged road rage incident.

According to the complaint filed by the female motorist, the male driver continuously honked his horn and flashed his high-beam headlights while following her.

The motorist also reported that the driver made multiple attempts to overtake her by encroaching into the opposite lane, forcing oncoming vehicles to sound their horns in response.

Footage circulating online captured the vehicle’s logo as well as the driver’s identification lace, indicating that he is a public official.

The LTO has placed the male driver under a 90-day preventive suspension and ordered him to immediately surrender his driver’s license to the agency’s Intelligence and Investigation Division (IID).

The vehicle involved has also been placed under alarm status.

The driver and vehicle owner are ordered to appear before the LTO Central Office’s IID on East Avenue, Quezon City, on Oct. 21, 2026, for a formal hearing.

“Kinakailangan din nila magsumite ng sinumpaang salaysay o paliwanag, kalakip ang mga dokumentong maaaring sumuporta sa kanilang paliwanag kung bakit hindi sila dapat managot sa mga alegasyong inihain laban sa kanila,” the LTO said in its social media post.

The driver faces potential classification as an “Improper Person to Operate a Motor Vehicle,” which could result in the suspension or revocation of his driving privileges, alongside additional penalties if further violations are uncovered during the probe.

In a statement released Oct. 13, 2026, the City Government of Parañaque confirmed that it is aware of the viral video and has formally directed the employee to submit a written explanation.

“The employee has been identified and directed to submit a written explanation. The City is investigating the matter to determine whether administrative charges are warranted, in accordance with Civil Service rules and with full respect to due process,” the local government unit stated.

The city government emphasized its stance against misconduct among public servants both on and off duty.

“The City does not tolerate conduct unbecoming of a public servant, on or off duty. Under Republic Act No. 6713, every government employee is expected to act with courtesy, restraint, and respect towards the public at all times,” the city government added, while thanking the public for their vigilance and requesting patience as the investigation continues.
