NBI presents more properties allegedly owned by Dutertes

MANILA — National Bureau of Investigation (NBI) Director Atty. Melvin Matibag on Thursday presented three more properties allegedly owned by members of the Duterte family, as the agency continues to examine possible discrepancies between the properties’ declared values and their assessed valuations.

One of the properties is located in Don Bosco, Parañaque City. According to Matibag, in Vice President Sara Duterte’s Statement of Assets, Liabilities, and Net Worth (SALN), the property’s fair market value is declared at ₱240,000 and a building value of ₱461,760, with an acquisition cost of ₱2.2 million.

However, an assessment conducted by the NBI placed its value at ₱14.4 million.

“Sa SALN, ang fair market value is ₱240,000, ang building ₱461,760, acquisition cost is ₱2.2 million, pero nung pina-assess natin, ₱14.4 million sa assessor,” Matibag said.

The NBI chief also cited a property in Andanao, Samal Island, reportedly consisting of five lots with an acquisition cost of ₱9 million. Its assessed value was placed at ₱19.5 million.

Matibag also pointed to what he described as an undeclared improvement on the property.

“The acquisition cost is ₱9 million, lupa lang, limang lote ’yan, but the real assessment will be ₱19.5 million. At meron din ’yang undeclared na improvement. Ayan, nakita niyo, may nakatayo naman,” he said.

Matibag likewise questioned the declared values of a restaurant allegedly linked to the Duterte family.

He said its declared acquisition cost was ₱10 million, while its reported fair market or assessed value was only ₱82,000.

He cited an estimated building cost of ₱4.5 million and an estimated land value of ₱9.5 million.

“Ang nakalagay na acquisition cost is ₱10 million. Pero bakit inilagay nila ngayon na fair market value o assessed value is only ₱82,000? … So meron na kaagad conflict diyan,” Matibag said.

The latest presentation follows the NBI’s earlier release of photographs of two other properties allegedly linked to the Vice President and her brother, Davao City 1st District Representative Paolo “Pulong” Duterte.

Paolo Duterte previously challenged the NBI to establish its claims through evidence, questioning the basis for linking him to a resort in Samal.

“If you claim that I own a resort in Samal, then I suggest you do what an investigator is expected to do—establish the facts and present evidence,” the congressman said in a statement dated October 12, 2026.

He also questioned whether investigators would automatically believe a claim of ownership based solely on a photograph of a property.

The Vice President, meanwhile, denied ownership of the properties shown in the NBI’s earlier presentation.

“Meron siyang mga ipinakitang mga photos kahapon na sinasabi niya na mga properties sa akin pero hindi naman sa akin,” she said on October 13.

She also expressed concern over the investigation, saying the NBI’s operations should serve the public interest and remain within the bounds of the law.

“Kung pera ng taumbayan ang ginagamit sa pagpapatakbo ng isang ahensiya, nararapat lamang na tiyakin na ang bawat hakbang nito ay naaayon sa batas, nakabatay sa katotohanan, at nagsisilbi sa interes ng sambayanan,” she said in a separate statement.

Casas Con Vistas Resort also issued a statement on Wednesday categorically denying links to Paolo Duterte or any public official. The resort said its owners are private citizens who do not hold public office and are not affiliated, directly or indirectly, with the congressman or any public official.

Matibag clarified that the resort was not the establishment he had referred to in his presentation, explaining that the property he described was beside it.

The NBI director also rejected allegations that the investigation amounted to trial by publicity, saying the Duterte camp could pursue the appropriate legal remedies if it believes the agency had committed any wrongdoing.

“Ngayon, kung tingin nila ay agrabyado at may pagkakamali kaming ginagawa, merong tamang proseso para kami ay question-in at hainan din ng habla kung kinakailangan,” Matibag said.

The Office of the Ombudsman also confirms receiving the NBI’s referral concerning the Vice President’s SALN and said the supporting documents would undergo initial evaluation to determine the appropriate action, including whether further investigation is warranted, in accordance with established procedures and applicable laws.

The news team has sought comments from the Duterte camp on the NBI’s latest claims but they have yet to issue a statement.
