Marcos appoints finance veteran Limlingan to head SSS

MANILA— President Ferdinand Marcos Jr. on Friday appointed finance and investment veteran Victor Alfonso Limlingan as the new President and CEO of the Social Security System (SSS).

Limlingan succeeds Robert Joseph Montes de Claro, who was reassigned to lead the Department of Information and Communications Technology (DICT) as its cabinet secretary.

As chief of the country’s primary private-sector pension fund, Limlingan will focus on expanding member loan programs, improving the investment portfolio’s risk-adjusted returns, and relaunching the state scheme’s Pension Booster Program, according to an official announcement.

Limlingan previously served as a member of the Social Security Commission (SSC)—the governing policy body of the SSS—representing employers following his appointment in November 2024. During his commission tenure, he chaired the Risk Management and Actuary Committee while serving on key investment and governance boards.

Malacañang said Limlingan brings extensive experience from both private finance and public administration. He currently serves as managing director of Regina Capital Development Corp. His prior public service includes sitting on the board of the state-owned Development Bank of the Philippines as head of its Risk Oversight Committee, as well as senior leadership roles at the Small Business Corp.

He holds a Master of Business Administration from Northwestern University’s Kellogg School of Management and an undergraduate degree from Ateneo de Manila University.
