MANILA — The Philippine Coast Guard (PCG) is tightening inspections of passenger and roll-on/roll-off (RoRo) vessels ahead of Undas, with up to 2 million people expected to travel by sea from Oct. 29 to Nov. 3.

The PCG said it would focus on cargo stowage, fire prevention measures and emergency exits to ensure vessels comply with maritime safety regulations during the holiday rush.

Coast Guard personnel have been instructed to check whether cargo is properly secured and positioned, particularly to ensure it does not obstruct access to emergency exits, PCG spokesperson Commodore Noemie Cayabyab said.

Inspections will also cover firefighting plans and equipment, lifesaving gear, passenger manifests and compliance with authorized passenger and cargo capacities, she added.

The PCG is coordinating with vessel operators and shipping companies to address potential safety risks before vessels depart.

“Maritime safety is a shared responsibility, and we are calling on all shipowners to strictly observe maritime safety regulations, specifically on cargo stowage and fire prevention,” Cayabyab said.

The Coast Guard said it would deploy 17,000 personnel nationwide for Undas 2026, as it aims to prevent maritime incidents amid the expected increase in passenger traffic.

“Our objective for Undas 2026 is to record zero maritime incidents. With the expected increase in passenger traffic, we are expanding preventive measures and working with concerned agencies and industry partners to ensure commuters traveling by sea reach their destinations safely,” Cayabyab said.

The PCG is also coordinating with the Maritime Industry Authority (MARINA), Philippine Ports Authority (PPA) and other maritime stakeholders to help manage passenger movement and address safety concerns at ports and aboard vessels.

Sea passengers were reminded not to bring prohibited materials and to report suspicious baggage or individuals through the e-SUMBONG QR code available at passenger terminals and aboard vessels.
