Stricter verification eyed for multiple SIM cards registered under one name

MANILA — The National Telecommunications Commission (NTC) is asking telcos to conduct a stricter post-validation process for SIMs registered in unusually large numbers under one person’s name.

The SIM Registration Act does not set a limit on the number of SIMs a person may register under his name. But the NTC said this is part of its efforts to curb illegal activities involving the misuse of telco services by organized scam operations, small-time scammers, or those using SMS blaster devices.

Under its directive, the NTC ordered telcos to perform know-your-client (KYC) on accounts with more than 100 SIMs registered under one name. The telcos must determine whether the registered end-users own and control all the SIMs and are using them for legitimate purposes.

The telcos must complete this process within 15 days of receipt of the order.

SIMs whose registered end-users cannot prove ownership, control, and legitimate use must be deactivated. This includes SIMs that may have been sold or transferred without complying with the required registration procedures, which is a criminal offense under the SIM Registration Act.

This offense is punishable by imprisonment ranging from six months to six years, or a fine ranging from P100,000 to P300,000.
