Remulla: Sangley project to be pursued
The Cavite provincial government remains optimistic of securing approval for the proposed Sangley Point International Airport (SPIA) project, targeting the submission of a new draft agreement “very soon” after the Transportation department flagged a number of issues.
The resubmission, Cavite Governor Jesus Crispin Remulla told The Manila Times, is “part of the process” as he rejected reports that the P552-billion project had been thumbed down.
“There are people who want another scheme … some people want to interfere with the process,” he said in a phone interview.
He declined to be more specifying, only adding that “there’s no reason to worry”.
The Transportation department on Monday clarified it has not rejected Cavite’s proposal, but only asked the latter “to refine the provisions of the MOA (memorandum of agreement), such as defining the description or scope of the project, identifying the source of funds or financing scheme, and even demonstrating the technical capability of PGC (Provincial Government of Cavite).”
“The memorandum signed by our legal team was made to express our legal opinion on the draft MOA itself,” Director for Communications Goddes Hope Libiran said in a text message to reporters.
“If such details are clarified, the draft MOA may be resubmitted for review and evaluation,” she added.
Remulla said he would be flying to China to meet the principals of the project, after which the provincial government would be ironing out a new draft agreement.
A newspaper report said the Cavite government was looking to tap China’ Citic Group for funding,
The SPIA is envisioned to decongest Metro Manila’s Ninoy Aquino International Airport, which currently serves 40 million passengers per year, higher than its capacity of 30 million.
