PACC probes ‘irregular’ P1.3-B Customs bidding of x-ray machines

THE Presidential Anti-Corruption Commission (PACC) will investigate the P1.3 billion bidding conducted by the Bureau of Customs (BoC) for the supply of various state-of-the-art x-ray machines for alleged serious irregularities and blatant disregard of rules and regulations on public bidding.

The complaint was recently filed before the anti-graft body by the “Corporation,” which is composed of five firms and joint ventures that participated in the x-ray project bidding at the BoC last July 31, 2018. Four were identified as Facilities Protection Inc., Casedist Inc., Defense and Protection Systems Phils., Inc., and Cyclix Technologies Inc.

In an Omnibus Complaint, the “Corporation” claimed that the BOC’s Bids and Awards Committee (BoC-BAC), chaired by Deputy Commissioner Gladys Rosales, ignored established rules and regulations to ensure competitive public bidding to favor the joint venture of Astrophysics Inc.-Astrophysics Asia Inc.-Genesis Transunited Inc.

“The conduct of the said public bidding was attended by serious irregularities and blatant disregard of rules and regulations established to ensure competitive public bidding,” the complaint said.

The group pointed out that what the BoC-BAC did was a violation of the system of accountability set forth under Republic Act 9184 or the Government Procurement Reform Act. WILLIAM B. DEPASUPIL
