Motorcycles as PUVs needs further study, says DOTr

MANILA, Philippines – The Department of Transportation (DOTr) on Wednesday said that allowing motorcycles to operate as a public utility vehicle needs further study.
“The DOTr stresses that converting motorcycles to a public transport service requires thorough study, deliberation and assessment,” the department said in a statement after a House panel supported moves to legalize motorcycles as a public transportation service.
Despite this, the DOTr welcomed the bill filed before the House of Representatives on the inclusion of motorcycles as a means of public transportation.
“The DOTr believes this is the right step in order for motorcycles to function as a public transport service,” it said.
“The DOTr respects the legislative process this bill will undergo, as government policies are anchored on the power of the law,” it added.
The department also said that discussion between the Technical Working Group (TWG) on the issue of motorcycle taxis will begin on Friday.
Topics include the capacities required of a motorcycle and its driver for public transport service.
TWG will also discuss the types of motorcycles that can be awarded a franchise, the minimum Cubic Centimeter capacity, travel speed, franchise routes, seat and helmet requirements, and training requirements for motorcycle bikers looking to register as a PUV driver.
The issue on the legality of motorcycles as a public utility vehicle surfaced following the suspension of operations of the motorcycle ride-sharing app Angkas in November last year.
The case is already with the Supreme Court.
The LTFRB has thumbed down talks with Angkas, saying that the company should talk to Congress if they want to be granted authority to operate as a public utility vehicle under the Land Transportation and Traffic Code. /gsg
