UPDATE: 2 erring policemen arrested for extortion, superiors sacked over command responsibility

TWO police officers in Metro Manila were arrested in separate operations for alleged extortion, which also resulted in the relief of key officials, including the district director of the Eastern Police District (EPD).

Maj. Gen. Guillermo Eleazar, National Capital Region Police Office (NCRPO) regional director, on Wednesday confronted a police officer who was arrested for an alleged robbery extortion incident.

Eleazar shouted, grabbed, and dropped some expletives against Police Corporal Marlo Quibete at about 1 a.m. at the Marikina City Police Station.

Quibete, who was assigned to the District Drug Enforcement Units (DDEU) in the EPD, was arrested in an entrapment operation in front of a fast food restaurant at Barangay Santolan, Pasig City on March 5, 10:30 p.m.

The operation stemmed from a complaint by a certain Eva Cabansag that Quibete extorted money from her in exchange for dropping her case in connection with the arrest of her live-in partner.

Cabansag’s live-in partner was previously arrested in Marikina City on March 4 for alleged involvement in drug activities.

The DDEU also allegedly took P60,000 and a necklace from Cabansag after the arrest of her live-in partner and forced her to sign a deed of sale for the motorcycle that was recovered from them.

Cabansag met with Quibete in the entrapment operation and handed the P20,000 marked money to him, which resulted in his arrest.

Quibete, who was speechless while being quizzed by Eleazar if the allegations against him were true, admitted to being in possession of the necklace and motorcycle.

Quibete is currently under the custody of NCRPO-Regional Special Operations Unit for proper documentation.

Meanwhile, Police Corporal Anwar Nasser was arrested in Pasay City Police Office Wednesday morning for alleged extortion in exchange for the release of a civilian who was said to be illegally detained.

Nasser was arrested in an entrapment operation at around 4:10 a.m. at the Station Drug Enforcement Unit (SDEU) Office of Police Station 1 while his other cohorts, identified as SDEU chief, Police Lieutenant Ronaldo Frades, Police Patrolman Anthony Fernandez and Police Sgt. Rigot Octaviano, escaped by passing through the office’s backdoor, with the P100,000 marked boodle money used in the operation.

A certain Joan dela Torre had complained to the CITF office that the suspects allegedly demanded P100,000 from her in exchange for the release of her live-in partner George Revilla.

Revilla was rescued by the operating team after it was verified that there was neither an entry of arrest in the police blotter book nor documentation of the alleged operation that led to his arrest.

Nasser is currently under the custody of CITF for proper disposition and filing of possible kidnap for ransom case.

A manhunt for the three policemen is ongoing.

EPD Director, Pasay CoP sacked

Philippine National Police (PNP) Chief General Oscar Albayalde ordered for the immediate relief of EPD Director Police Brigadier General Bernabe Balba and Pasay Chief of Police (CoP) Colonel Noel Flores for command responsibility for the alleged extortion cases filed against their police personnel.

Eleazar has yet to name the replacement of the two police officials.

Also relieved were all 15 members of the EPD-DDEU and 27 members of the SDEU of Pasay City Police Station, including their heads.

Eleazar sent to reporters photos of text messages between Quibete and Police Major Allan Miparanum, head of EPD-DDEU, about pawning a necklace allegedly owned by Cabansag.

Police Colonel Bernard Banac, PNP spokesperson, said these incidents prove to the public that police were serious in their internal cleansing program.

“The recent arrests of two cops involved in two separate incidents of extortion and the relief of the members of their respective units show that the PNP is serious in its campaign on internal cleansing to weed out its ranks of misfits and scalawags,” he said.

Banac also assured “the public that the guilty ones will be jailed and dismissed from the service for such kind of personnel have no place in the PNP. We never tolerate anyone of our colleagues for committing illegal acts or crimes.”
