The Presidential committee on human rights was created by virtue of Executive Order No. 8 signed on March 18, 1986, by then President Corazon Aquino.

According to the order, the committee was purely advisory and consultative in nature, making it and all persons or personnel appointed and designated to or contracted by it, outside the coverage of civil service law, rules and regulations.

In May 1987, after the ratification of the 1987 Constitution, the Commission on Human Rights was created to give more strength to the protection of human rights in the country. The presidential committee was subsequently abolished. —Christabelle Abad, Inquier Research junior intern
