SENATE President Vicente Sotto 3rd on Monday said Camarines Sur Rep. Rolando Andaya Jr. and his cohorts distorted facts when they claimed that it was the Senate, and not the House of Representatives, that caused the delay in the passage of the 2019 national budget.

“It appears they are masters of obfuscation. Him and his cohorts. Other good congressmen know what’s really happening,” said Sotto, referring to Andaya.

Andaya, chairman of the House appropriations committee, on Sunday claimed that the Senate had been sabotaging the administration’s Build, Build, Build program.

“When people resort to name calling, it means they have lost the argument. Or perhaps simply cerebrally challenged,” Sotto said.

He stressed that the House has twice caused the delay in the passage of the budget bill.

First, when it amended Malacañang’s in October. Instead of notifying the Senate to start its own hearing on the budget measure, the House waited two months before it transmitted its approved version of the bill.

The second time was after the ratification of the consolidated version on February 8 where it took the House a month before it transmitted a ‘modified’ copy of the 2019 General Appropriations Bill (GAB).

The Senate chief maintained that the House should recall the tinkered budget measure, return it to its original version as approved and ratified by both houses and allow the President to use his veto power over the lump-sum appropriations. AFP
