Palace backs review of labor deal with Kuwait

Malacañang on Monday expressed support to calls for the Philippine government to review a memorandum of understanding (MOU) with Kuwait following the death of another Filipina household worker (HSW) in the hands of her employer.

Palace spokesman Salvador Panelo made the statement after migrants’ rights advocates called on the government to revisit the provisions of the accord to check possible gaps in its implementation by the Philippine and Kuwaiti government.

“I think we should [review it] because according to [Labor] Secretary [Silvestre] Bello (3rd), there has been a breach in the agreement signed by the two countries,” Panelo told reporters.

Constancia Lago Dayag died on May 14 after being mauled by her employer.

Panelo said President Rodrigo Duterte was informed about the incident.

“The Secretary of Labor has already issued an official statement. He’s putting the government of Kuwait to task for the murder of our countryman. He is investigating it and the DFA (Department of Foreign Affairs) is waiting for a note of his report,” he said.

“Secretary Bello is handling it well. We will wait for the report of Secretary Bello regarding this incident,” the Palace official added.

The MOU was signed last year as one of the conditions for the lifting of the country’s deployment ban in Kuwait.

The government imposed the deployment restriction after the recovery of the remains of Joanna Demafelis from a freezer.
