PPCRV resumes operations, aims to finish auditing BARMM polls ERs
MANILA, Philippines – The Parish Pastoral Council for Responsible Voting (PPCRV) resumed its operations to audit the election returns (ERs) for the first Bangsamoro parliamentary elections on Sept. 23, at the AMA Makati Medical Annex Building.
PPCRV spokesperson Ana Singson said the election watchdog aims to finish auditing the remaining 2,700 ERs by the end of the day.
“Our average per day is 1,000. Today, we have to finish 2,700. So I said, ‘All hands on deck,’” Singson said.
The election watchdog expanded its volunteer workforce on Wednesday, including students from AMA and PPCRV volunteers. It also converted other rooms into scanning centers to accommodate the increased workload.
PPCRV double-checks the votes transmitted by the automated counting machines against the physical ERs to ensure there are no discrepancies in the data.
Singson told the Inquirer that no significant discrepancies had been observed as of Wednesday. Most of the flagged discrepancies were due to scanning issues, which were resolved by rescanning the physical ERs.
However, PPCRV continues to discover ERs with strips in the middle. As of this writing, nearly 2 percent of the ERs have been found to have such issues.

PPCRV collected around 4,700 of the 5,212 ERs, representing more than 90 percent of the total. Singson noted that the figure was “very high” compared with previous elections.
“That’s high. Usually in our national coverage, we can only get 60 percent. [The number 90 percent] shows you how great the coordinators are,” Singson told the Inquirer.
She added that this was the “highest-ever average,” reflecting the massive effort of the volunteers.
The remaining ERs were brought in on Tuesday by Fr. Dave Procalia, PPCRV’s head of operations in the Bangsamoro region.
“[Fr. Dave] carried 29 kilos worth of ERs, equivalent to 2,377 ERs from BARMM, SHA, Ampatuan area and the rest of the balance,” Singson said.
Another 300 physical ERs from Lanao del Sur are expected to arrive within the day, Singson said. /jpv
