MANILA, Philippines – Davao City Mayor Sebastian “Baste” Duterte is taking the witness stand Tuesday, Day 31 of Vice President Sara Duterte’s impeachment trial.
His testimony is expected to focus on Davao City government transactions with GenCorp Industries Inc., a company that Sara Duterte declared as a business interest in her 2024 and 2025 statements of assets, liabilities and net worth (SALNs).

- The mayor’s appearance was moved from Monday to give him more time to gather, organize, authenticate and reproduce documents covered by a subpoena.
- Also, in today’s trial, Escudero may also formally announce the court’s ruling on show-cause orders involving alleged violations of the sub judice rule by House prosecutor Terry Ridon and prosecution counsel Benjamin Tolosa.
- PhilGEPS Division Chief Rendell Sopeña testified Monday that Davao City awarded 15 contracts to GenCorp, part of 49 food service deals awarded to the company by government offices in the Davao Region. NO SUBPOENA FOR TRILLANES
Presiding Officer Francis Escudero says impeachment court will not issue a subpoena for former senator Antonio Trillanes IV at this time, noting that prosecution’s motion for subpoena was tied to bank records and evidence that have yet to be presented.
Escudero says the prosecution may still call Trillanes voluntarily, but advises prosecutors to first present the AMLC officer and/or bank officials or records, as originally indicated in their motion.

Cayetano points out that Davao City has a P14-billion budget, with around 30% to 40% potentially subject to procurement. Duterte says the figure could be around 30% but adds that he would have to check to be accurate.

“The prosecution cannot shift its burden of proof the respondent through the simple expedience of a request for admission… To compel the respondent to answer the request under pain of having the matters therein deemed admitted, would undermine these safeguards,” he says.
“The impeachment court therefore rules that respondent cannot be required to serve a written response to the request for admission,” Escudero says.
