COA: 33 health care facilities get OP’s P4.22-B socio-civic projects fund

Commission on Audit, Quezon City. Jonathan Cellona, ABS-CBN News/FileMANILA — Thirty-three health care facilities received the Office of the President’s (OP) Socio-Civic Projects Fund (SCPF) amounting to P4.22 billion from 2024 to 2025, the Commission on Audit (COA) said.

In its Annual Audit Report, COA lauded the OP for the utilization of the SCPF to help in the implementation of the Philippine Health Facility Development Plan (PHFDP) 2020-2040. The funds given to the health care facilities were for the enhancement and improvement of facilities and service capabilities.

The recipient facilities were classified into:

  • Local government unit-operated hospitals – P520 million
  • Department of Health-retained hospitals – P2.6 billion
  • National Centers for Specialized Health Care – P469.5 million
  • Tertiary state-owned hospital operated by the University of the Philippines – P387.5 million
  • Military/Uniformed service or national government health care facilities – P230.9 million

According to the report, the funds distributed were used to procure magnetic resonance imaging (MRI) machines, surgical operating microscopes, Positron Emission Tomography – Computed Tomography (PET-CT) scanners, and other medical equipment.

“With the long-term focus of the PHFDP of having an expanded access to health care facilities and advance medical technology across all health units, securing adequate and sustained funding is not only essential but critical,” COA said.

“With the above fund transfers sourced from SCPF, OP has shown its commitment towards public health by providing targeted support aligned with the PHFDP,” it added.

The COA has not issued any notices of suspension, disallowances, or charge to the OP for Calendar Year (CY) 2025. But audit disallowances worth P494.8 million remained outstanding and under appeal.

Under CY 2025, P12.6 billion out of P18.6 billion of appropriations and allotments was obligated.
