MANILA — The National Bureau of Investigation is continuing its investigation into 26 additional flood control projects in various parts of the country, separate from the 47 flood control projects under investigation in Davao, where four cases have already been filed.

The NBI said 17 of the 26 additional cases have been filed, while nine have been referred to the Department of Justice for evaluation.

The bureau’s Southeastern Mindanao Regional Office is handling the most cases at nine.

The Bulacan District Office is handling seven and the Cebu District Office has five.

Two cases are being handled by the Fraud and Financial Crimes Division, while the CALABARZON Regional Office, Bulacan South District Office, and Bayombong District Office are handling one case each.

Several of the filed cases involve flood control projects in Bulacan. The allegations include malversation, or the misappropriation of government funds; violations of Republic Act No. 3019, or the Anti-Graft and Corrupt Practices Act; bribery; and falsification of documents.

Some cases are already undergoing trial before the Quezon City Regional Trial Court and the Sandiganbayan, while others are pending before the Office of the Ombudsman or remain under preliminary investigation.

The individuals named in the case entries include former House member Zaldy Co, former Sen. Ramon “Bong” Revilla Jr., and Sen. Joel Villanueva, several officials of the Department of Public Works and Highways, and contractors.

Their inclusion in the case records does not mean that their liability has been established.

Other cases involve projects in Cebu, Cagayan Valley, and MIMAROPA.

In Cebu, two cases involving officials of the DPWH Cebu 6th District Engineering Office and HELM Construction are undergoing preliminary investigation.

In Cagayan Valley, two cases involving officials of the DPWH Cagayan 3rd District Engineering Office and M.E. Sicat Construction Inc. have been referred to the DOJ for DC20 evaluation.

A case involving former contractor Curlee Discaya and DPWH MIMAROPA officials was also referred to the DOJ in March 2026.

Meanwhile, the 47 flood control projects under investigation in Davao are separate from the 26 additional projects.

Four cases have already been filed in connection with the Davao projects.

The NBI document lists cases involving projects linked to Genesis88 Construction, Agong Builders, and officials of the DPWH Davao District Engineering Office.

Three Davao-related case entries in the document were referred to the DOJ for DC20 evaluation and preliminary investigation on October 14, 2026. The allegations include falsification of documents and violations of the Anti-Graft and Corrupt Practices Act.
