MMDA assures public: No duplication in expanded NCAP implementation
Metro Manila Development Authority (MMDA) personnel monitor traffic conditions and possible violations as part of the agency’s No Contact Apprehension Policy (NCAP) at the MMDA Command Center in Pasig City on July 7, 2025. Jonathan Cellona, ABS-CBN News MANILA — The Metropolitan Manila Development Authority (MMDA) said it had ensured that there would be no duplication in citations under the expanded no contact apprehension policy (NCAP) in both major thoroughfares and in roads under local government units.
Last Oct. 5, several Metro Manila local governments activated their own NCAP program to instill discipline in roads not covered by the MMDA.
However, some motorists raised concerns that a violation could be captured twice by both the agency and the local government.
“Kung problema ay duplication, nag-coordinate na kami with LGUs, wala pong camera ang LGU at MMDA sa exactly the same place,” MMDA Chairman Romando Don Artes told reporters in a briefing.
“Meron kaming boundaries na established, dito ang LGU, dito kami,” he added.
Manila Mayor Isko Domagoso also said there would be no duplication. But he added that the city government was open to the idea of MMDA implementing universal ticketing if needed.
Under the expanded NCAP, violations captured by the local government cameras will not appear in MMDA’s May Huli Ka website and a notice of violation would instead be sent to the motorist’s registered address.
House resolution filed for inquiry into readiness to reimplement NCAP
