Only judicial courts may order the arrest of a civilian like Sen. Antonio Trillanes IV, former Solicitor General Florin Hilbay said on Wednesday, maintaining that the 1987 Constitution does not authorize President Rodrigo Duterte to detain any citizen arbitrarily.
