CA okays Tijam appointment to JBC, promotion of 50 military officers

THE bicameral Commission on Appointments (CA) on Tuesday unanimously approved the ad interim appointment of retired Supreme Court associate justice Noel Tijam as member of the Judicial and Bar Council (JBC).

Tijam will be representing the academe in the JBC, which screens applicants to judiciary posts. He will have a four-year term and will be eligible for a one-time renewal if approved by the President.

According to the Constitution, the representative of the academe should be a “professor of law.” In the past, JBC members from the academe were either deans or faculty members of law schools.

Tijam’s academic background includes lectures at the Philippine Judicial Academy (PHILJA), University of the Philippines Law Center, and the Mandatory Continuing Legal Education Program.

In July 2010, Tijam joined the distinguished Corps of Professors of the College of Law at the De La Salle Lipa City. He also taught Business Law, Philosophy, Political Science at the Philippine School of Business Administration from 1969 to 1976.

Tijam has been a judge since 1994, and was a longtime justice of the Court of Appeals until he was appointed by President Rodrigo Duterte to the Supreme Court in 2017.

The appointment body has likewise approved the ad interim appointments of 50 military officers, led by Vice Admiral Rene Medina, commander of the Western Command; Lt. Gen. Felimon Santos Jr., commander of Eastern Mindanao Command; and Lt. Gen. Gilbert Gapay, commander of the military’s Southern Luzon Command. JAVIER JOE ISMAEL
